The goal of the Public Administration Reform is to establish a transparent system of governance, to build the professional Civil Service, to ensure its effectiveness.

2.1.1. Adopt the new version of the Civil Service Law that envisages: a. depolitization and professionalization of the civil service; b. introduction of a new transparent civil service job index, development of the senior civil service corps; c. introduction of exclusively competition-based recruitment to civil service positions (for all grades and categories); d. transformation of personnel departments in state authorities into HRM units to be functionally coordinated by the state civil service agency with the following functions: HR policy implementation, handling statistics and HR analysis, handling civil servants’ profiles, participation in organization of competitive recruitment, civil servants’ appraisal, training needs assessment and preparation of relevant training requests; e. introduction of effective civil servants’ appraisal tool that would take into account achievement of relevant targets; f. introduction of staff development programs, career planning and talent management, building of cadre reserve, building of an effective system for civil servants’ professional training, including engagement of private service providers; introduction of innovative technologies; enhancement of powers and responsibility of state secretaries within ministries and heads of state authorities for quality of such services; g. unification of remuneration schemes for all civil servants to be correspondent to categories/grades and related to level of responsibility, job complexity and required competencies. All additional payments shall be conditional on performance appraisal only.
